Prisoner Tommy Gutierrez, a serial rapist doing life with the possibility of parole, had a talent for organizing prisoners and ingratiating staff.

Tommy had gained control over every prisoner organization including the prisoner chapter of the Junior Chamber of Commerce; the prison chapter of La Raza; and the Warden’s Forum, an elected prisoner group the warden met with monthly.

To paraphrase John Bright, Tommy was a self-made man who worshiped his creator.

Back then MCF, a medium security prison, had a TV studio that produced department propaganda tapes while training prisoners in TV production. Like any studio, there was a control booth, and when the booth lights were off you couldn’t see inside the booth from the larger studio.

Tommy guessed Biggins could be useful at Tommy’s future parole hearing. The Parole Board had twice turned Tommy down. He was getting old. He needed help from someone with juice. But it was a two-way street since the warden knew Tommy used to run a major prison dope ring that used a teacher aide to smuggle narcotics into the joint. Tommy retired from dealing but knew who was running what. The teacher aide quite for a job as a pharmaceutical rep.
